New House Bill Makes it Harder to Get Abortions

Passage today in the House of Representatives of the Pain-Capable Unborn Child Protection Act should be celebrated by all Americans who believe in human dignity, said Family Research Council (FRC) President Tony  Perkins.

The measure originally was set for a vote on the House floor in January to coincide with the anniversary of the Supreme Court case Roe v. Wade that legalized abortion on demand.  Perkins heralded today’s vote as another step in advancing a culture of life in our  country.

“It’s been four months of intense negotiations in working through concerns raised about this measure in January, but today the Republican leadership kept their promise to pro-life Americans,” said Perkins.  “Science has proven that these precious unborn children are able to feel pain at 20 weeks after fertilization, and even earlier. Their humanity demands they be treated with basic decency, and today’s vote signals that the People’s House  agrees.

“I applaud Representatives Franks, Blackburn, Black, McMorris Rodgers, Smith and Pitts for their valuable leadership on this issue.  They acknowledge the humanity of unborn children and their ability to feel pain by 20 weeks. Additionally, the House Leadership, especially Majority Whip Scalise, merit praise for whipping this vote to protect unborn  children.

“It is routine medical practice to administer fetal anesthesia before an in-utero surgery on the unborn child around 20 weeks, for the very reason these unborn babies can feel pain. Whether it’s by dismemberment or a lethal injection to the heart, babies subjected to a late abortion suffer an excruciatingly painful and gruesome death. These babies can feel the pain even more acutely than adults because they don’t yet have fully developed pain  inhibitors.

“Public opinion polls decisively show that Americans do not stand with late abortion. They recognized that a mother’s womb should be the safest place for a baby, not where unspeakable horrors are inflicted on an innocent  child.

“The Pain-Capable bill reflects what science already confirms: unborn babies can feel pain by 20 weeks. Their humanity is undeniable. They deserve to be protected by our  laws.

“This is another step in the right direction, but there is more to be done. Until every child is welcomed in life and protected in law, we must pray and work to end abortion in America,” concluded  Perkins.
