The Obama administration announced late last week pending executive action to do away with “unnecessary legal barriers” that discourage states from sending the names of some mentally ill people to the national background check system for gun-buyers.
One of the new changes would seek to gain information previously withheld because of the Health Insurance Portability and Accountability Act, or HIPPA, which protects medical privacy.
Executive actions have been used to overcome federal bureaucracy or congressional authorization on a number of issues ranging from climate change , military action and even electric consumption.
