Why Is This Officer Recording Ferguson Protesters with a Hand-Held Camera?

Video-A police officer walked in the road, recording students who skipped school to march Tuesday in a “Hands Up; Don’t Shoot!” protest of a grand jury’s decision not to indict Officer Darren Wilson for the fatal shooting of Michael Brown.
Is this the first-fruits of Pres. Obama’s $75 million plan to put body-worn cameras on state and local law enforcement in the wake of the accusations against police prompted by Brown’s shooting?
As students from McCluer North high school walked along the road playing to a CNSNews.com camera, theofficer walked through the shot alongside the protesters, recording the march on a hand-held camera.
